The Centre for Older Persons in Velika Gorica is being developed as new public integrated care infrastructure that brings together residential care, day services and community-based support in one location, with a focus on enabling a dignified, active and safe life with the support of the community. The project includes the construction and equipping of a facility with a capacity of 102 residential places, alongside the development of non-institutional services such as home care and day care, as well as supporting facilities and programmes.

The project entered the construction phase in 2025. The total investment value amounts to €14.6 million, funded through multiple sources including the National Recovery and Resilience Plan, with a planned construction period of 16 months. Ukupna vrijednost investicije iznosi 14,6 mil. €, uz višekanalno financiranje, uključujući sredstva NPOO-a, a planirani rok izgradnje je 16 mjeseci.

The project’s EU logic is based on measurably strengthening access to long-term care and community-based services through the establishment of an integrated care institution that connects the social and healthcare components and increases care capacity for older persons. The results are defined through deliverable outputs: a built and equipped centre, an operational integrated-care model, and the development of non-institutional services.

The project was prepared and managed as a comprehensive process in line with the National Recovery and Resilience Plan framework, with a clearly defined project programme, demonstrable investment justification (a feasibility study with CBA analysis), and quality control of the technical documentation. This ensures the investment goes beyond construction and becomes a long-term, deliverable system of services with clear objectives and measurable impact.
