Study of the sports, social and economic justification of the project

ABOUT THE PROJECT

The HNS football camp in Velika Gorica is being developed as a national sports infrastructure project aimed at improving the system of work with football players across all age categories and creating long-term conditions for the development of elite sport. The camp is conceived as an integrated complex for the preparation and development of national teams, with training pitches, supporting facilities and logistics that enable year-round operation.

The project entered implementation after obtaining the required permits, and construction was launched in 2025. The Government of the Republic of Croatia approved co-financing for the construction and equipment of the camp in the amount of EUR 15 million, over the period 2025–2027, through the budget line of the Ministry of Tourism and Sport.

EU ALIGNMENT AND PROJECT LOGIC

In this project, EU project logic means one thing: demonstrating the public justification of an investment in the sports system through a clearly defined scope, user groups and measurable impacts (functionality, capacity, usability and long-term value). This justification is essential precisely because the project is co-financed with public funds and must be readable through objectives and results, rather than through an architectural description.

In the preparation phase, Kubik plus produced the Sports, Social and Economic Justification Study as the expert basis that translates the project into evidence-based investment logic: the need, scope and public interest of the intervention, as well as its financial and functional justification. Based on this document, the project was granted co-financing from the state budget in the amount of EUR 15 million, and implementation is ongoing, confirming its deliverability and strategic importance within the national sports infrastructure.
